Lowering the bar is most unusual and would not have been done lightly by the FDA given the potential for holy hell up if things went wrong .One can be forgiven for speculating that the FDA sees lower side effect risk , responsibility re unmet need.Maybe in retrospect they think that the SPA design was far too tough.
