I don't think it is an abject failure just yet, there would be a good reason they were bothering to drill down to 1715m in the first place, this is probably where they felt most likely to have a find but were checking other potential horizons on the way down.
The sharp drop and quick turnaround looks a lot like some panic selling and stops followed by the bargain hunters.
