    Angor - I agree with your point that this is all about the steel mills. Absolutely.

    My guess is that the CDB funding is contingent upon Steel Mill co funding the project.

    So it is I think as Squidd mentioned it. Replace Sundance with Hanlong who then JV with a steel mill or two and get our management to run it.

    My best guess.
