Well Chris Bailey is based in Perth although interestingly he left in April this year.

I assume the ASX have designated contacts that companies are supposed to send TH requests to and not just any random person working at the ASX. In theory you would think the ASX has a system to check that requests that come into the Perth office before 7am local time are handled on the east coast, but who knows what they do.

Monday was a very busy day for announcements with all the 4C so it may just have been missed until too late.
