Yes. You are correct Botchee. Some of the Rare Earth Metals are considered to be "Strategic Metals", hence the Governments Veto.
In fact, many countries are loath to allow the selling of what are deemed as "Strategic Metals", for obvious reasons....
Good ol' Artemis contains plenty of juice (gas), but it ain't no Strategic metals....So worry Not. Only a formality for the FIRB approval.
