Rusty,
1. The plant should restart operations in early Feb – ref: http://www.asx.com.au/asx/statistics/announcementSearch.do?method=searchByCode&issuerCode=laf&timeFrameSearchType=D&releasedDuringCode=M
2. DENR can’t legally issue a PLO until the plant is operational even though LAF has (supposedly) fulfilled all the environmental requirements for the PLO. Once the plant restarts operations, only then can DENR issue the PLO. Ref: http://www.mgb.gov.ph/miningissues/rapurapu/issue_rapurapu.htm
3. ABN Amro estimate that EPS in the first full year (FY07) of operation will be $0.0223 which at a sector average P/E ratio of 14.53 infers a share price of $0.32 per share. I would expect a discount to this though, as LAF have a bit of a bad reputation. (ref: http://www.lafayettemining.com/documents/ABN%20AMRO%20Research-121206.pdf )
4. ABN Amro estimate that EPS for FY08 will be $0.0536 which at a sector average P/E ratio of 14.53 infers a share price of $0.78 per share, but again expect a discount.
Cheers
