the comment about the accomodation could be a metaphor for a deeper issue.
there is a certain 'black' irony in the whole situation. Up around the north west NSW they cleared all the remaining abos off into reserves and carved up the land into soldier settler blocks. Most of those blocks were sheep, later some wheat/beef, now cotton and have made many men rich many times. The abs just hang around and are told "why dont you get a job?"
So why should it their fault that they dont have work? When there arent any jobs to work. Should they migrate to another country? By boat?
