You are seemingly implying that the Government of Singapore has the ability to somehow manipulate arbitration outcomes. I believe this view is incorrect. The arbitration process will be oversighted by an independent arbiter who may or may not even be Singaporean (eg. could be a current or former judge from the UK, or a top silk from Belgium with expertise in the matter under arbitration). They will be compelled to consider the matter under the rules of evidence and burdens of proof established under this court.
