Target price is $1.40+ and as construction proceeds so should the price, hence do not wait for the day they cut the ribbon.
To keep the punters happy they are paying a set distribution although there is no actual income. sp should move in line with construction and completion date. If you like it buy it now, otherwise wait for some delays / cost blowouts to buy in. A rise in int rates would also push the price down, this is almost like buying a bond with maturity in 2008 but more risky. Should be a 12% return as a target figure. l figure it should be around $1.20 fair value currently.
