p, it could be the answer. But they seem to have been careful not to affect groundwater in their testing. If they are using it, they would need to have tested flow rates before they could commit to the plant, and almost certainly done an EIS on the extraction of that much water on the surrounding water table.
I'm don't mean to sound negative: just want to know all the pieces are in place before committing myself.
