I greatly doubt all there was any algae death or problem. You'd hear about any serious bad news promptly or at least get a trading halt if they were slack.

Balancing technical and business needs sounds weird. Are they saying they're not willing to pay (business needs) to get the analysis (technical needs) done? Hard to interpret and sounds like a worry to me, but who knows? All might be fine, and I still have trouble seeing the results being a disappointment. It will be interesting to find out what the delay was.
