16 million shares might seem a lot to you because you are a retail buyer. Instead think about it in terms of $$$ amount. 16m @0.3$ is about 5m$. That's a lot for a small fund but nothing for real market movers.
be careful it is not just a player attracting more buyers just to dump a bigger bag on them. Nothing uncommon in market
