Might be a bit of an alarm clock. (ie. When someone from the relevant govt dept knows the mine will be approved, they will wipe that 500,000 or a decent chunk thereof and then the seller knows its game on time ahead of the announcement). Should work, especially with no volume of note traded recently.
That's just my pessimistic view of the insider rorts that would be going on with all mine approvals.
