No shorting in and of its own isn't bad. It is the naked derivatives market on all sides that creates problems. I honestly think that the derivatives market could be cleaned up if naked derivatives were restricted and all derivatives were majority covered.
Remember, derivatives were first created to help farmers and processors enter into forward contracts. These morphed into naked contracts that are used by traders today. The fact that these contracts exist in quantities thousands of times beyond the underlying stock/commodity/currency is what creates most of the problems.
