Sexual harassment is a crime. This was more than some inappropriate casual flirting. This was a matter that resulted in a $500k penalty and a $400k payout. You don't get a $400k payout for something unless it is fairly major and you have evidence.
The other issue is that Boe could have walked out the door and sued AMP for penalizing him $500k but he didn't do this. I suspect the reason he didn't do it is because there was more in it than a low-level offense.
