I think your recall of GW1 is incorrect

It stated as a boarder dispute between Iraq and Kuwait over Kuwait's back down on an agreement to provide financial support to Iraq for the Iraq Iran war and Kuwait allegedly drilling under the boarder into Iraq's oil fields.

The US had no intention of getting involved until the Saudis started to get worried about Iraq's actions and called on their mates in the white house (Bush Snr) to get involved.

This in turn lead Saddam to launch missiles at the Israel in an attempt to provoke Israel and inturn unite the Arab world in a "holy war" against the west.
