@ddwn I believe their was a clear strategy from many months back to convert multiple deals around this point in time. I still believe more pilots will be converted to deals very soon (here's hoping for the NSW government deal).

I suppose they were unable to initiate a PR campaign to early as not enough runs on the board at that stage so it would have been unsustainable. It's all about timing I suppose.

One could assume if SP was in the 4.0's some options will be converted early, that too will provide additional security going forward.
