could well be sooner than later because supply will probably make law making changes easier -ie. the market will drive most of it - manufacturers just getting out of fossil and EV's will be cheaper than fossil as it goes on -------- governments then will pretty much all ban fossils - as have some already started putting dates on when fossils can't be sold
