Of course it's probably priced in and maybe more as there is so much uncertainty to who actually is the market for this oil.
You'd be crazy to believe that Cuba can afford to buy any of this oil or that you can sell Cuban oil to anyone greater than the Russian Urals price hence the Market cap where it is. There are only 6 countries in the world with US trade sanctions so you're on the same playing field as Iran, North Korea, Venezuela, Russia, Syria. If I was a billionaire looking for my next venture it definitely wouldn't be in any of these countries.
