Oncard sold their little business some 12-18 months ago, because the cost of purchasing a license for that type of business in China did not add up in the context of the profits they were making (or expected to make) from it.
If I recall correctly, ONC had to decide between allocating its funds towards a license for SmartPass and the billpay business.
I think they made the right call.
We are still waiting on a foreign ownership ruling.
