Totally agree. The Esperence Port Authority(EPA) give whoever will build and run the upgrade the right to allocate tonnage to producers. However, my educated opinion is that under State Govt legislation EPA allocates how much of a particular commodity is exported out of the port. Therefore you can not go to CBH or a nickel producer and use there allocation for exporting iron ore. The Port and State govt will not allow it.
