I can only guess that with SLX coming out with a brand new presentation that they are now in the process of talking to institutional investors about ongoing funding via a placement to raise ~US30m in the near future. Those potential investors will want the price to be as low as possible (so diluting us retail shareholders more and thus advantaging institutions). In this context it's usual to first go to existing institutional investors (i.e the top 20) and then attempt to involve the likes of Sprott - the likely candidates will be large institutional holders of the US uranium ETF's (URA and URNM) and other uranium mining shareholders. IMO the top 20 "sophisticated" investors are likely to be selling down (which has a big impact when the holdings a thinly traded) with an eye to taking part in a placement to top up their holdings and "shake he tree" to get the placement price as low as possible - just my view but DYOR.
