the real reason(very likely)is to need to determine the design of waste disposal.
Once beginning of the official full-capacity production, at the same time,the large quantities of waste inevitably will appear which will need to be treat immediately, if haven't complete this final process's design, the full- capacity production will be impossible to start.
now "produced co-product samples for testing and market trials, which are a necessary precursor for commercial off-take contracts. "
Lynas may now "urgently" awaiting of “samples for market trials” and fixed “ commercial off-take contracts”, which may be the real reason of why "these 15,000 t ore are still in australia".
So that, when a announce of the full-load operation, may also means the waste's issue has resolved (contracted or export)at the same time.
