I regularly work closely with government departments. From my experience, it could take as long as three months. I'd imagine there will be a back and forth process where the govt will have several requests before a license is granted (i.e. info requests and requests to improve the holding facility).
Its rare for anything to move quickly with the government unless you have solid contacts.
