Two thoughts:

City 2 bedroom units on ground floors with an outside space. I figure lots of people will be getting older soon and want to downsize but still live in the city where they know people. Ground floor means not having to deal with stairs as you age, and a bit of outside space is nice. Upper floor apartments can increase in supply as more highrises get built, but ground floor ones can't.

Alternatively, anywhere in a well to do inner city suburb that foreigners like. Look at London - pretty much owned now by rich arabs and russians. Mayfair etc. Obviously this strategy requires money to make money, but from what I can see the rich are getting obscenely richer, and the rest are renting.
