It's probably one of a few things.
The drilling hasn't uncovered enough of a resource update yet which may not satisfy the big boys yet, (maybe due to drilling issues causing not enough metres drilled) they may have hit jack squat still, OR
The big money is hungry for more holdings and they have priority to us mushrooms who are getting impatient and maybe selling.
All in all they still have a large enough resource to start mining and resource upgrades can wait till later.
Still time left for the games to play out....
