not just as simple as handing back without drilling. permit was awarded on basis of work being done. whilst may have saved 100m, the jv partners would run the risk of being excluded from future releases, and or not get extentions on other permits. not a good place to be , and esp considering that cop wouldnt want to be draged thru this.
after cornea a few years back the regulator would most likely play hardball.
