This was not a guarantee of an instant signing but rather an acknowledgment that clearance is a necessary milestone to advance negotiations.
Your interpretation that he had a commercial partner waiting to sign the deal as soon as the FDA gives the green light to begin P3 misrepresents the reality of negotiations. "when he tells you he has a commercial partner, waiting to sign a deal, as soon as the company gets greenlight from FDA to commence P3"
The phrase "as soon as" creates a false expectation of an immediate agreement. On a side note you also did it to my own comment, "I certainly have not been expecting one by now," which merely reflected my outlook for that time. It was not a declaration that a deal would never materialise. Recasting it as "you state you are not expecting a deal" misrepresents my position entirely. Again, such distortions only create more doubt.
