No small regional company is going to stump up $10m for a regional deal because this would make them entirely dependent on a BP company putting up sufficient funds to complete the trial and BP appears to be disinterested. The only time a small regional company will invest in this is after sufficient funds are available to complete the trial IMHO. I have been in this now for 5 years and keep hoping.
