My interpretation for this is that while they have left it with Plexus, they haven't been pushing the USA too hard themselves, they may have been accepting inbound inquiries but they aren't too heavily looking at these such areas from a proactive stand point just yet. This is my own opinion, I could be wrong.
Plexus really only get paid when the bring candidates to us and certainly if something materialises.
