I will bow to your obvious knowledge in this area - and maybe not include all the conspiracy theories we have - though I suspect it would be naïve to assume there are not some actions that upset the level playing field.
I will say that it is well known that the BOTS are active and that the ability to have programs that do have huge amount of trades per minute is well known - and the reason why the ACCC is interested in the issue. It is recognised as disadvantaging ordinary traders.
