Just thought I would add a bit from my experience.
I live and work in Russia (4 years) and note that the Russian bureacracy? is painful at best, so please don't pin your hopes on anything speedy. I'm not saying approval is not imminent but we could be in for a longer wait than we would like.
However, I am positive about SLA and its future prospects.
