I think many will be voting No to the issue.

Agreed. It is opportunistic and leaves a sour taste indeed.
Many other companies have formed significant re-rates and taken the opportunity to reward themselves. Everyone wins.

I hope that there is a plan to use it for something else. Right now shareholder value cannot be stressed strongly enough.

The company does need to reward its employees but incentives like this is not what I would do.
