Now sovereign risk could be a problem as shown in Mali at the moment, the difference being in Angola is they have come out and said they want to collaborate in partnerships. DeBeers are active and now Rio who had Angola on a no go, have also started exploration.
So say if Lucapa did find an economic source, the govt come in and take it for themselves, it is possible but it ruins any further exploration not just in diamonds but all minerals so is one win for them worth the downside?
The Angolan govt has been speaking with Botswana on how they operate and I think that is a far more likely path to their mineral security!
