Families on less than about $48,000 receive full benefits, dropping away to nil at about $200,000. Depending on income and number of children a family can receive between $54 and $200 per fortnight per child, plus a supplementary payment. Family Tax Benefit Part B is for families (single parent or couple) in which the primary earner has an adjusted taxable income of $150,000 or less per year. Payment varies between $100 and $144 per fortnight, plus a supplementary payment.
Australia's Family Tax Benefits will cost about $20 billion in 2012-13. The system is too expensive and many clearly not in need receive monies they have already paid in taxes.

Picking an arbitrary number,I'd say $ 150K,is the ceiling limit for welfare.
