I had a friend who years ago built a flour mill in PNG.
He said his biggest problem was assuming that the locals understood how to use basic tools like hammers, screw drivers and the like. The concept of a nut and bolt was foreign to them.
It took a while to train them, however once they got hold of the issues they were okay but needed a lot of supervision.
My guess is that the workers have been working for a while and one would expect that NIU has spent time training and supervising.
