In low volumes this stock isn't really governed by buyers & sellers, it's about lines being taken out. i.e. I would not be surprised if the 17.5c line was wiped out in one or two big transactions. I also wouldn't be surprised if the 18.5c buy line was wiped out to try and drive up the price.
That is the nature of a trading stock like PRR.
