If there is an allegation to be made, it is the delayed disclosure of the loans to the JV, which were made to cover yet more cost overruns. To not disclose that those loans were being done, while at the same time telling the market how well everything was going, is...{fill in your own words, as we have to be careful what we say on HC}.
That is why the share price is at 16c... it was trading at 19.5c/20c before the loans were finally disclosed.
