If you read the meaning differently ... the spray dryer (obviously being built in a factory somewhere) will be operational. It doesn't say the entire plant will be constructed, functioning and producing commercial product via the spray dryer.
The more I think about it the more it seems to be right. If WHA was going to be in commercial production they would have been vastly more specific in the wording.
So yep ... whoever is building the spray dryer said they'd have it done by Spring. WHA passed on this information to market accurately.
