I stand to be corrected but my understanding is that the China government have implemented the QT resrictions BUT they are running out of resoruces in the province. ie food, medical staff etc. etc.
So why wouldn't it be prudent for the government to pay to bring our citizens home. Seems the logical thing to do under the circumstances. Pretty sure it happens with any disaster when the local infrastructure breaks down.
