I have been mulling on this and my take is that a couple of weeks was his take for the FDA to process the paperwork thinking that the pandemic would sharpen their approach to processing the ARDS data but the FDA has requested more information before they go forward (or some combination of the above) and there has been more negotiations and the FDA is not giving in
