I usually barter a little with the money changers in one of the big Chinatown shopping centres. Airport's usually more expensive - banks are too...
I often use little cash, and put more on Visa cardd as their rates USED to be very good, though now I believe they've pumped up the overseas trannsaction fees. (Haven't been out for 18 months)
So - haggle with the traders if you want - only makes a couple of dollars difference, but it's fun and part of the experience!!
Depending on when you're going, you can also try to decide whether our dollar is going to weaken or strengthen against the SGD. I've just shut my FX programme, but you could ask for opinions on the FX forum (opinions,not advice of course!! )
