Interesting topic the old "shorting" question. It is definitely not a level playing field for retail traders and I agree re your opt in idea. If we as SH have a beneficial ownership of a stock we should know for what other purposes our stock may be used for. If we decide to offer our stock up to the short "pool", we should be compensated, as the big prime brokers are.
When GFC like events hit, the powers that be always ban short selling knowing full well that stock prices can go into a self fueling death spiral. I don't buy the "it's good for liquidity" argument. Can you imagine short selling in the real estate market?
