It was prob a buy both or none deal.
Don't forget they weren't ordered they were surplus by Vale in not going forward with a project in S America due to Vale buying Inco and inheriting the Goro project that was already in advanced stage in construction.
They had been sitting around Goro for over 10yrs in "storage" under tarps.
