If you look on the announcement for the option of new tenements you will read that they had to raise the money quickly to meet the June deadline commitment date. I doubt they would have had enough time to consider a Retail offer. It would have been hard to raise funds around March-April. They only raised enough to cover the commitment amount. They people that bought at that price certainly got a bargain.
