Just because he says "most likely" doesnt mean it is a FACT and not an OPINION.
Hanlong are the only ones with an offer, so they are "most likely" to takeover Sundance.
That doesn't mean they will, it doesn't mean they wont, its just most likely based on the information we have at hand.
