Very cryptic mate. I don't know where you are coming from or exactly what you are trying to say.
If you are referring to the comment about making decisions on applications soon after receipt I suggest that ODC has already said it can't. The Senate hearing was in December and the ODC policy was a couple of months earlier. So, already an admission of defeat by them.
If you are trying to make some other point, maybe be a bit more straight forward and spell it out.
