They are waiting on the flare permit, until they have it they can't produce oil from any of the wells now except J-53, flow test results for that well are due real soon, then they can produce it for 3 months.
The domestic oil sales from J-51 goes into the company accounts as revenue, they are getting about $25 per barrel for it, after taxes etc.
Yes its very frustrating at the moment hopefully the flare permit will be issued very very soon, then we should see the share price move higher as the company is then a producer.
After that the next step would be to get some of the oil sales going to international markets rather than just the domestic one.
