i think this clarification ANN came too quickly. the referenced article is no longer available online, we only have what @livas1 posted above to refer. it's as if this has been set up, for what benefit ... we don't know, yet. IF it is the prelude to an actual funding, even a fraction of the $1B mentioned, then this could be the leaky ship we used to have, leaking again....
