I think that anyone would pay 5 cents per tonne. especially given, as you have pointed out, it is hard to find high quality coal, close to ports, in countries with no sovereign risk, environmental regulations, land rights, ect but still have to provide power to a growing middle class in a nation of over 1 billion people.
